About

EU AI Policy Observatory

An English-language research atlas focused on policy documents substantively addressing artificial intelligence from the European Union and its predecessor European Communities, with source links and documented relationships.

Project purpose

The database serves as research infrastructure; this atlas presents its published records. It supports finding documents, tracing their sources and exploring recorded policy relationships. Official source information is distinguished from editorial classifications.

Current scope

Alongside documents substantively addressing AI, the collection includes selected historical precursors and related implementation records. It is not a collection of every EU law that could apply to AI. The relevance routes and their evidence requirements are set out in the inclusion criteria. It currently contains 237 published document records: 124 principal records and 113 supporting records, versions and attachments. These are not counts of unique laws.

Represented document dates span 1982–2026, with a publication cutoff of 2026-09-04. This observed range does not imply continuous or exhaustive coverage, and the cutoff is not the date of the latest review.

Use and limitations

The corpus is expanding and coverage remains uneven. Some published records retain explicit evidence qualifications. The atlas is not a complete full-text archive and does not replace official legal sources or provide legal advice. Consult Methodology for inclusion criteria, verification practices and known limitations, and follow each record's official sources when using its contents.

Authorship

Created and maintained by Yichen Hao.

Project maintenance and editorial classification are distinct from authorship of the source documents. Institutional roles and source attribution are recorded separately.
