Methodology
Building a traceable policy corpus
The Observatory treats the database as research infrastructure and the website as a readable, static view of published records.
Current corpus method
This is a curated, expanding collection focused on EU and predecessor European Communities policy documents substantively addressing artificial intelligence, with selected historical precursors and related implementation records. It is not a systematic review or a census of all eligible material. The currently represented document dates span 1982–2026, with a publication cutoff of 2026-09-04. This observed range is not a fixed lower eligibility limit or evidence of continuous coverage. Historical backfill and institutional and sectoral searches remain incomplete. The scope concerns substantive AI policy and the separately evidenced relevance routes below, not all EU digital law or every law potentially applicable to AI. The current corpus represents English-language manifestations; it is not a completed multilingual search.
Inclusion and exclusion criteria
New records must satisfy the following criteria; unresolved candidates remain outside the published corpus.
- An independently citable English text or version is identifiable, with official publication evidenced on or before the applicable cutoff.
- The text was authored, adopted or formally published by an eligible EU or European Communities institution, body, agency or recognised expert group, or commissioned by one and officially published. Hosting alone does not establish authorship.
- At least one relevance route is evidenced: AI is a substantive policy subject, regulatory object or sectoral issue; a precursor has a documented connection through subjects such as expert systems or intelligent robotics; or an official legal instrument materially governs automated individual decisions or profiling and has a documented link to an included AI policy question or document. These are alternative, separately labelled editorial classifications, not claims that every record directly regulates AI. A broader title can qualify through an evidenced passage; an incidental keyword mention cannot.
For the direct AI category, explicit reference to AI must be accompanied by substantive treatment in the text; neither a keyword alone nor potential applicability to AI is sufficient. Historical precursors and narrowly evidenced automated-decision legal context are distinct relevance routes, not evidence that all included documents are AI-specific. General digital legislation does not qualify solely because it may affect AI systems.
Officially published proposals, drafts, consultations and non-binding texts can qualify. Publication is not the same as legal adoption or entry into force. Generic digitisation or automation alone is insufficient. Duplicate manifestations, unissued drafts, future publication announcements, incidental mentions and individual third-party consultation submissions are excluded as document records. News, FAQs and landing pages may supply evidence without becoming corpus documents.
Coverage and audit status
An expanding corpus of official EU and European Communities AI-related documents. Verification dates and known coverage gaps are documented.

These are aggregate states of registered, bounded searches, not a complete source matrix. Unregistered sources and unreviewed periods are not covered by these counts. A reviewed family means its registered scopes are marked reviewed; it does not establish exhaustive coverage of that institution, sector or period. Candidate decisions and document totals have different units: merged candidates do not add distinct document records.
Expanded evidence review
220 published records have completed the expanded date, attribution and relevance-classification checks. Review checks the identity and represented version, date meanings, institutional roles and inclusion rationale against cited official records or texts, using field-level evidence and locators. It does not certify every statement within an official document. 17 retained records remain published with explicit, record-specific evidence qualifications; their unresolved expanded classifications are not inferred.
Separate review queues
- Unpublished candidates awaiting a decision
- 10
- Published records awaiting expanded evidence review
- 17
These are different populations, not counts of all undiscovered documents. An unresolved qualification is not a finding that a document is false. Existing qualified records do not create an admission exception for new candidates. Completed expanded review is not a claim of independent human double-review, inter-coder agreement or exhaustive factual accuracy.
Editorial states are draft → pending_review → verified → published.
Only published records appear in the public interface. Editorial publication, legal status,
version status and expanded-review status answer different questions; the qualified records
above can remain published without being marked as expanded-review complete.
Automated checks validate structure, references and publication rules, not the truth of source material.
Annotation coverage and limits
These counts cover all 237 published records, independently of Corpus filters.
- Without assigned research concepts
- 39
- Without assigned policy groupings
- 25
- Without a recorded relationship endpoint
- 82
An empty annotation list alone is not evidence of absence. The current export adds
annotation_states to distinguish populated fields, explicitly reviewed non-assignments,
inapplicability, insufficient evidence and an unrecorded review state. Existing empty fields without
an explicit review remain unrecorded; they are not retrospectively treated as negative findings.
Concept labels are browsing lenses, not a completed
passage-level coding study. Sector tags record positive assignments: a cross-sector tag does
not automatically match every sector filter. The map contains recorded relationship endpoints
only; a missing node or link is not evidence of policy isolation.
Supported assignments, reviewed non-assignments and insufficient evidence are distinct
outcomes. An assigned state identifies a populated field, not an independent verification.
Explicit review states require a reason, date and source locator. Published annotations do not
establish complete thematic coding. See the field guide
for the interpretation of classifications and missing values.
Annotation coverage is uneven across ingestion cohorts. Concept- or policy-filtered results can select an unevenly annotated subset, not a representative sample of the whole corpus. State the population and denominator for each statistic and report missingness separately. Restricting a calculation to annotated records does not remove selection bias or support generalisation to unannotated records.
Sector assignments are multi-label and their totals must not be summed as unique-document totals. Empty concepts, policy groupings or relationships must not be converted into negative findings.
Review credit and evidence-review actions
Public review credit identifies Yichen Hao as the project reviewer. Assessment records preserve the recorded actor and evidence-review timestamp. Display credit is not a separately timestamped personal sign-off or evidence of independent double-review. A release approval does not by itself document a personal re-reading of every source.
Bounded source scopes
Discovery combines targeted official-source searches, procedure and register navigation, and citation-following. The method and stopping point vary by recorded scope; no single exhaustive search string or complete result universe is claimed. Each entry describes a registered search scope, whose status indicates whether work is unstarted, partial, reviewed or requires further attention. Empty document-type or sector fields are shown as unspecified. A zero pending count means no candidate is currently linked to that scope with a pending decision, not that no relevant documents remain.
A reproducible search retains its actual query or navigation sequence, filters, result list, pagination or stopping rule, timestamp, access limitations and candidate decisions. These are requirements for reproducible discovery, not a claim that every historical search meets them. Some legacy search narratives lack those details and cannot be fully reproduced. The registered scopes below provide aggregate coverage information, not complete search logs or candidate-level decision histories. Later verification does not retroactively create an earlier search log. Search-documentation status describes whether a structured record has been retained; it does not certify exhaustive retrieval or completed eligibility review. A scope without a structured log may still have earlier narrative notes. Private query logs and candidate-level decisions are not exported.

Corpus tiers
Core records are central to a defined research pathway or lineage. Directly related records materially inform a selected policy pathway or documented historical development. Contextual records supply necessary surrounding policy or legal context. These tiers do not by themselves make a historical record an AI Act predecessor or member; policy memberships and relationships are modelled separately. Excluded is an inventory decision, not a published corpus tier.
Inventory decisions
Each candidate registered in the inventory has a documented disposition:
included creates or identifies a canonical document record;
merged links a duplicate candidate or another manifestation of the same version to
an existing record; excluded records a verified boundary failure; and
pending retains unresolved official availability, identity or metadata for later
review. Pending candidates are counted in aggregate audit summaries but are excluded from
public document records, published record counts and dataset downloads. Candidate-level
decision histories are not part of the public website. Decisions may be revised when new evidence is available;
earlier decisions are preserved in the recorded history where present.
Official evidence and analytical judgement
Source-attributed metadata and relationships are kept distinct from researcher-authored corpus assessments, concepts and analytical relationships. This distinction makes clear whether a statement originates with an EU institution or with the research classification. An analytical relationship carries a researcher-written rationale and an evidence source; that source supports the assessment without turning it into an official EU relationship.
An official host, publisher, commissioner and author are not interchangeable roles. Externally authored studies retain distinct authorship and commissioning information where evidenced. Official-source status identifies provenance, not institutional endorsement of every claim. Sector tags, corpus tiers, policy groupings and relevance classes remain editorial classifications.
Units of description and record identity
A policy grouping, a document and an event are separate entities. Document records distinguish principal texts, supporting material, formal versions and separately citable attachments. Identifiers, issuing institutions, language and version labels support duplicate checks; a different URL or file format does not alone justify another record. Distinct revisions and annexes require their own identity and evidenced relationships, subject to disclosed legacy qualifications. Corpus defaults to principal records; “All files and versions” reveals all published document levels. Record counts are not counts of unique laws or necessarily independent analytical observations.
Versions and date semantics
A principal document is distinct from supporting files, formal versions and separately
citable attachments. Version relationships preserve the sequence between drafts, revisions,
final and consolidated texts without treating each as a new policy. document_date
dates the particular text or version, with its meaning recorded in document_date_kind;
publication_date identifies the official publication represented by the primary
cited source for that version, not necessarily its first appearance on any official platform.
Separately evidenced first-publication and Official Journal dates are preserved as labelled
additional dates where recorded. event_date dates a distinct policy event. The coverage
range is derived from published documents’ document_date values.
The publication cutoff limits eligible source publications; it is not the date of the latest review or proof that searches are complete through that day. Retrieval and verification may occur later and retain their actual timestamps. Transmission, repository ingestion and website modification dates do not automatically establish public release. A future application date does not make an already published instrument a future document.
For a retained record with an explicit pending-review qualification, an unconfirmed publication date is stored as null and displayed as “Publication date not yet confirmed”. It is excluded from publication-year filters and sorted after dated records; an adoption or retrieval date is never substituted. The previous value and correction reason remain in the audit history. Fully verified records still require exact dates and supporting evidence.
Qualified review notes distinguish confirmed original text and publication from missing parent-approval evidence, an unconfirmed public-release date, or conflicting official version information. These notes do not promote a record to completed expanded verification.
Provenance
Records link metadata and assessments to identified sources, retrieval information and review dates. Source locators identify relevant pages or passages where recorded. A stored SHA-256 hash identifies retrieved bytes; it does not supply those bytes or guarantee continuing access. A source link or snapshot hash does not establish that a publicly accessible copy has been preserved. A non-null archive path identifies a linked copy in private maintenance storage, not a public URL. Null means no preserved copy is linked in that field; other evidence may exist separately. There is no complete public full-text archive. Selected source documents are also available directly from their Corpus record pages as unmodified official PDFs or explicitly labelled converted reading copies, with source attribution, retrieval dates, checksums and source-specific reuse information. Converted copies record the original source format, source checksum and conversion date; their newly generated pagination and layout are not the official publication format. These public copies do not replace the official publication or imply that a record is current. Any preserved non-official supplementary copy is labelled separately and does not acquire official-source status.
Versions, reproduction and citation
The live atlas and its download can change. The citation guidance explains how to identify and retain the current public snapshot, including its export timestamp, access date and the filters or record-level restrictions used. A separate fixed data package supplies a version URL, checksums and field schema; independent archival preservation is not claimed. A retained export supports checking the recorded data, not reproducing every discovery search or establishing the correctness of interpretations. An export timestamp does not advance its publication cutoff.
Consult the public field guide and dataset download. The guide describes the current public data, not internal editorial records or a complete source-code reproduction package. Access to a source does not by itself grant reuse rights; no blanket licence for official source documents is asserted here.
