Expanded evidence review update, 6 September 2026: the official register identifies INIT as the 7 September 2022 second compromise, distinct from REV 1 of 16 September. The current INIT PDF and legacy download instead return a 16 September third-compromise text. French and Czech register interfaces preserve the same separation. Council request 22/1954 records public-access replies on 26 September 2022 for separately listed INIT and REV 1; the later 28 October 2024 disclosure is also documented. Access evidence does not resolve the exact-version identity conflict. Retain the stable INIT route and pending correction status until original 7 September bytes or an explicit official correction is recovered. Do not substitute REV 1 or silently overwrite unresolved dates.
