Its exact official manifestation and source eligibility are resolved. The cover identifies an annex to approval of the content of the draft communication; December C(2025)8311 remains distinct. OJ C/2026/4006 corroborates July work-level publication, but the distinct main approval communication still lacks independently evidenced publication timing. The required parent admission therefore remains unresolved. Existing final and record-level metadata remain legacy-review-pending under correction review, not newly verified; no partial extension or inferred parent contents are added.
