This resolves exact original text and immediate structural identity; an original editable DOCX is not required for that internal-part scope and is not claimed. Work publication on 24 July 2025 is corroborated by OJ C/2026/4006. The notice's distinct main approval parent still lacks independent publication evidence, so the full parent chain remains held. Existing record-level, version and date fields remain legacy-review-pending rather than newly verified. The Parliament resolution's attributed in-force wording is not an independent legal-status assertion.
